A breaker that will not reset is one of three things. Most often it was never fully reset: a tripped breaker sits mid-way and has to be pushed all the way to OFF before it will latch ON. If it latches and immediately trips, there is a short on the circuit. If it will not latch at all, feels loose or warm, the breaker itself has failed. Try the full reset once with everything unplugged; if it still will not hold, leave it off and call.
Turn every branch breaker off, reset the main, then turn branches back on one at a time. If the main still will not hold, call — that can be a service or panel fault.
