Bulbs that burn out every few weeks are being overdriven or overheated. The causes are high voltage at the fixture — often from a loose neutral, which is dangerous — a fixture that runs hotter than the bulb is rated for, a worn socket making poor contact, vibration from a fan or a door, or cheap bulbs. If bulbs die fast in several fixtures across the house, have the voltage checked; a loose neutral burns out bulbs first and electronics next.
If it is one fixture, try a better bulb first. If it is several fixtures, yes — it can be a loose neutral, and that is a fire and equipment risk.
