When a ceiling fan's light works but the fan does not, or the fan runs but the light is dead, the power is reaching the fan and the fault is inside it: a failed pull-chain switch, a failed capacitor (fan hums, will not turn), a dead remote receiver in the canopy, a light kit with a failed socket or driver, or a wall control that has lost one of its two outputs. Each is a small part, and an electrician replaces it in under an hour — or recommends a new fan if the motor is also tired.
If the motor is quiet and smooth, yes — the failed part is cheap. If the motor grinds or runs hot, a new fan is the better value.
