Rust, water stains or green-white corrosion inside the breaker panel mean water is getting in, usually down the service cable from a worn weatherhead or mast, around the meter base, or from a leak in the wall. Corrosion on breaker terminals and the bus bar raises resistance and heats under load, and a panel that has been wet may not trip when it should. An electrician finds the entry point, seals it, and tells you whether the panel can be cleaned up or needs replacing.
